Scale and intensity of North Coast KI proposal poses risks to multiple threatened species

What has been proposed?

Melbourne-based firm Junctions 90 Pty Ltd has applied for approval to build a:

‘Tourist accommodation and wellness complex comprising 60 accommodation modules, a restaurant, day spa and reception building, services outbuildings, ancillary tourism experience structures, footpaths and decking, 33 geothermal bathing pools, 26 staff accommodation units, landscaping, carpark, new internal roads and access, and on-site infrastructure including solar PV, water storage dams and waste treatment facilities’.

(Application ID 25024492 on the Plan SA Development Register lodged 13/10/25. Public notification open until midnight 22 January 2026.)

Neighbouring farmers, landholders and environmentalists are united in concerns regarding the scale and intensity of the proposed development and resulting potential impacts on:

  • the natural and rural character of the land

  • natural water supplies, flows and hydrology

  • agricultural land use, and

  • nationally listed threatened species - Kangaroo Island Glossy-Black Cockatoos and Kangaroo Island Echidnas. Adjacent areas house White-Bellied Sea Eagles, Peregrine Falcons and Heath Goannas and provide ‘known or likely’ habitat for several other threatened/endangered species.

There has been very limited consultation with the KI community by the would-be interstate developer so KI residents & lovers of the KI environment need to make our views known!

What can you do?

If we don’t raise our concerns, silence may be regarded as consent. The proposal has been referred to KI Council (see Council’s considered comments pointing out some of the issues with the proposal to SPC here) and SA agencies including the Coast Protection Board, SA Country Fire Service, and Native Vegetation Council, which have not responded to date.

Despite the lack of published response by those other agencies, the proponent commenced public notification on 2 January on Plan SA, to close 22 January 2026.  While the hundreds of pages of proposal documents are available online, hard copies are only available at the Plan SA office, in Adelaide, and not on the Island. This makes perusal of a hard copy inaccessible to Island residents without incurring additional travel and cost, and fails to recognise digital isolation of some residents and lack of access to reliable internet on parts of the Island. The public notification notice placed adjacent the property is difficult to spot, even for those travelling the North Coast Road regularly, and the proponent’s timeframe for notification aligns with the holiday period when many people are travelling and may not be in a position to make a fully thought-out submission.

UPDATE: We are informed that the planning documents should be available to view at the Office of Leon Bignell MP, Member for Mawson, 59A Dauncey Street Kingscote (and possibly KI Council offices) from Monday 12 January 2026.

Anyone concerned that any breach of the EPBC Act may occur as a result of the proposal may also report their concerns to the Commonwealth Referral Team for the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
